Without that frame it would barely be reasonable. The reason X-03 does not make sense is that it is a heavy frame that could only be viably supported by the APA frame. And those schenatics were picked up by the Raven Rock group. The only schenatic ik left WV is X-03 which makes absolutley no sense to begin with. The idea of creating weaponry that shoots metal rods at high velocity isn't strange. That and Tinker Tom in the Railroad also has a terminal entry where is experimenting with a railway-rifle like weapons prototype.
We have no idea why or when or how he got the idea and started experimenting with it. Holmes terminal entry is literally a couple of sentences with basically fuck all detail to speak of. The specific variant of railway rifle found in 3 could be his creation as it looks different than the other versions, but assuming that it means no other such weaponry exists anywhere is just strange.
